近日，生态环境部发布《全面实行排污许可制实施方案》(以下简称《方案》)。11月6日，生态环境部召开例行新闻发布会。会上，生态环境部新闻发言人裴晓菲介绍，《方案》提出，到2025年，全面完成工业噪声、工业固体废物排污许可管理，基本完成海洋工程排污许可管理，基本实现环境管理要素全覆盖。到2027年，排污许可“一证式”管理全面落实，排污许可制度效能有效发挥。《方案》紧扣改善生态环境质量，谋划全面实行排污许可制度改革任务，持续推动排污许可制度改革走深走实。(记者郎佳慧）
